Rand cashiers
Pricing an offer in rand is a marketing and banking choice. It does not tell you which regulator signed the licence.

What to look for
Look for a ZAR toggle or a rand balance, local payment methods, and a support desk that will answer in the context of a South African bank. Springbok, Silversands, White Lotus, Apollo and Gbets all published rand figures we could read. That is evidence of a rand offer, not of a particular licence.
If the cashier only shows dollars or euros, a "South Africa" banner on a review is not going to change the currency of your withdrawal.
